these are the new rules for IHBA
1. whirlaways will be required on twin screw boat in the year 2004. they will not be required this year 2003.
2. boats will need catch cans. no more dumping oil in the water when you blow an engine.
3. you must attend 50 percent of your divisional races to get points.
4. 770 rule. if you run under 7.70 sec you will get one warning.(except during eliminations) if you run under again, you will be disqualified. anytime you run under 7.70 in eliminations you will be disqualified, (no warning.) If you get disqualified from 2 races, you will be disqualified for the rest of the season.
5. pro gas flat will run in the pro comp eliminator class
6. capsule boats need to have the steering access panel open when getting teched.

you may also get these rulings in the drag boat review.
